VIN Verification for Out-of-State Vehicles
In short: Vehicles titled in another state or country need a physical VIN inspection before Florida will title them. Lee County's Tax Collector lists a Florida notary among the officials who may verify it on form HSMV 82042. We come to the vehicle, inspect the VIN and complete the form.
Step 1
What is a VIN verification?
A VIN verification is a physical inspection that confirms the vehicle identification number on a car, truck, motorcycle or trailer matches its out-of-state title, recorded on Florida form HSMV 82042 by an authorized official such as a Florida notary.
Southwest Florida keeps welcoming new residents, and almost all of them bring a car titled somewhere else. Before the Lee County Tax Collector issues a Florida title and plate, someone authorized has to look at the actual VIN on the vehicle and sign the form. Driving to an office and waiting in line is one option; having a notary inspect it in your driveway is the other.
The notary checks the VIN plate on the dashboard, visible through the windshield, and the label on the driver's door jamb, compares them with the title, and records the make, year, body type and the odometer reading when required. If the numbers do not match, the notary cannot sign, and that discrepancy needs to be solved with the Tax Collector.

Frequently asked questions
Can a notary do a VIN verification in Florida?
Yes. The Lee County Tax Collector lists a Florida notary public among the officials who may physically inspect the VIN and sign the verification on form HSMV 82042, together with law enforcement officers, licensed dealers and Tax Collector staff.
Does every vehicle need a VIN verification?
No. It applies to vehicles currently titled in another state or country. New vehicles that have never been titled and vehicles already titled in Florida generally do not need it. If you are unsure, ask the Tax Collector or send us the title and we will tell you whether the form is part of your process.
Can I send photos of the VIN instead?
No. The verification is a physical inspection: the person signing must see the number on the vehicle. That is why a mobile visit is convenient, because the inspection happens wherever the car is parked.
How long does a VIN verification take?
The inspection itself takes a few minutes per vehicle: the notary reads the VIN on the dashboard and on the door jamb, compares both with the title and completes the verification section of the form. Most of the time goes into checking that the paperwork matches. Several vehicles at the same address are verified in the same visit.
Can you verify a boat or a trailer?
Trailers with out-of-state titles follow the vehicle process. Vessels have their own forms and rules with the Tax Collector, so contact us with the details and we will confirm what applies before booking.
